Major Duties include but are not limited to:
Serves as the supervisor over the Organizational Development section supervising staff and overseeing all programs. Develops, implements, evaluates and sustains a comprehensive Agency Organizational Development Program to include policies, procedures, strategy and training to effectively acquire and manage MS resources, maximize performance and enable MS to achieve its mission. Provides MS leaders with the tools to identify and validate essential manpower requirements, leader / leadership development and training, human capital planning, succession planning, competency management and various employee/organizational maturity surveys to accomplish the MS mission. Develops and coordinates initiatives to make program efforts more effective and efficient.
Responsible for the oversight and execution of the Administrative Investigative Board (AIB) and factfinding program for MS nationwide. Provides expert advisory services and consulting services to management, senior leaders, and other staff members on specific and potential problem areas. Responds to difficult issues involving controversial and unique situations and develops appropriate interventions for management on significant issues and concerns particularly those not covered in precedents. Provides authoritative interpretation and instructions on laws, regulations, policies and
procedures, and proposes policies and guidance for new and changing program areas. Conducts policy reviews to evaluate effectiveness of current policies and practices and to ensure consistency in their application.
Formulates and administers MS strategic human capital management plans, programs and goals. Provides expert advice and guidance on broad projects and programs within MS. Guidance requires extensive interpretation for many different and unrelated program processes and methods, such as interpretations of original legislative or judicial intent and advice on revisions to existing policies and programs to meet requirements. Oversees a variety of substantive mission oriented organizational development programs to include the comprehensive wellness program. Support team members in organizational engagement through coaching execution or application of unique or special skills or experience required within an organization.
Provides authoritative interpretations, consultation and facilitation of survey management, knowledge management and change management plans, policies and procedures. Develops and applies new management concepts, principles and techniques as relates to mission and organizational
management. Ensures agency and MS implementation of effective and efficient use of manpower resources. Analyzes and discusses staff management and operations with top management, technical, and operating personnel and reviews and evaluates existing directives, policies, and procedures relative to the mission, organization functional alignment and manpower requirements.
Provides program oversight of comprehensive manpower studies that are complicated and broad in scope, covering operations at all MS sites. The studies, dealing with work measurement, methods and procedures, engineered time standards, benchmarking, or organizational priorities, improve efficiency by identifying, proposing, and devising new organizational structures, realignment of functions, and staffing levels. Establishes metrics and analysis systems to identify essential manpower requirements, measure and evaluate program accomplishments, and assess efficiency, effectiveness, and compliance with regulatory procedures.
Work Schedule: 40 hours a week, 8 hour tour, M-F between the hours of 7:30am-6:00pm. Exact tour to be determined by supervisor based on organizational needs.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Basic computer equipment and software will be provided. Employees will incur the cost of utilities such as electricity and internet. Internet must have speeds of upstream 1.0 megabytes per second (MBPS) and downstream 6.0 MBPS.
