As Supervisory Management and Program Analyst, serves as the Deputy Director of the Requirements Development and Management (RDM) office, within Strategic Investment Management (SIM), Office of Health Informatics (OHI). Shares fully in the direction of all phases of SIM RDM under the purview of the Director. Major Duties:
The Deputy assumes the role of the Director of SIM RDM in his/her absence, which consists of managing a total of 21+ full time equivalent employees (FTE)
- Oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates
- Establishes work objectives, sets priorities, assigns tasks, coordinates operations, monitors work progress, and initiates corrective actions as required to ensure that the work assigned is accomplished efficiently and in a timely manner
- Gives advice, counsel, and instruction to employees on both work and administrative matters
- Exercises a broad range of supervisory responsibilities over subordinate staff, responsible for providing a wide variety of administrative management services to include transmitting guidance to program managers on policies and procedures covering services
- Hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases
- Interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority. - Works with managers and analysts to ensure program management of equipment, government employees and contract support
- Serves as principal advisor to the Director, Requirements Development & Management on RDM oversight activities and engineering of the RDM service
- Represents the Director RDM in conferences, meetings, and workgroups with representatives from other organizational elements within and external to OHI and other government agencies, or private organizations. Attends and/or sponsors meetings, training sessions and other appropriate forum to facilitate information exchange with stakeholders and all interested parties
- Works collaboratively with the Director for Requirements Development & Management to develop operational plans and objectives, and to develop, implement and monitor comprehensive program plans, budgets and schedules and works to ensure that RDM is effective in its approval to fulfilling its program objectives
- Participates in cross-organizational collaboration in regard to concepts of operational and business functions
- Utilizes experience, discretion, judgment and knowledge in developing and revising existing program guidance for national programs impacted by changing requirements, legislative and business drivers, and/or emerging technologies
- Makes decisions about largely undefined issues and elements requiring extensive probing and analyses
- Serves as an agency expert on requirements and analyzes the effectiveness of agency programs with national missions or functions
- Analyzes and evaluates existing, new and emerging functional requirements of related programs, operational standards, and measures of effectiveness
- Provides authoritative, comprehensive advice and assistance to ensure the integration of functional requirements across the enterprise- Coordinates organizational operations and program/project evaluations with internal and external organizations
- Prepares white papers, briefing documents and makes presentations to executives
- Leads analysis used in major program, policy, and operational decisions by top management
- Oversees the preparation of responses to VHA, VA, or Congressional requests for data or other resource information pertaining to program operations and/or activities
