Major Duties and Responsibilities
Systems and Records Management 30%
Incumbent develops and manages systems, processes, and procedures to organize and track a variety of important functions integral to the functioning of the Telehealth/Connected Care Program. Examples include the Telehealth Management Platform (TMP), the facility Telehealth SharePoint, Telehealth Service Agreements, (TSA), tele-provider privileging system and data, and remote access to Vista/CPRS systems for telehealth staff. Ensures facility compliance with TMP to include data input and data maintenance related to Telehealth resources, sites, users, telehealth service agreements, and technology.
A significant portion of the systems and records management duty will be focused on the following organizational tools: The Telehealth SharePoint site, the Telehealth orphan report, and the VA TMP. Primary point of contact for both the Telehealth SharePoint and TMP and will provide training, guidance, and support to system end-users across the facility and CBOCs telehealth enterprise. Ensures facility compliance with end user data input and data maintenance to the TMP System, including but not limited to telehealth resources, sites, users, telehealth service agreements, and technology management and the SharePoint System, including contacts, assets, documents, etc. Develops and maintains processes to audit TMP and SharePoint data to ensure it is current and accurate by checking if data cross-references to other databases and fits naming conventions and reports audit results to VISN and Facility leadership and to end users, to ensure compliance. Collaborates with end-users to ensure that data input errors or deficiencies are corrected.
Creates, maintains, edits, calculates, retrieves, stores, prints and routes a wide range of documents in final form from handwritten drafts, electronic mail, and SharePoint document server. Completion of this work involves using various types of computer software including various levels of word processing, MS Excel, MS SharePoint, MS PowerPoint for presentations, MS Publisher, and MS Access for database management.
Program Development/ Tracking/Training 25%
The incumbent develops specific telehealth applications in collaboration with the facility telehealth oversight council, clinical, administrative, and technical staff as needed. In conjunction with facility Telehealth Coordinator develops policies and protocols for delivery of telehealth applications. Develops tracks and disseminates, as appropriate, outcome measures. Collaborates with telehealth staff members to develop and maintain a database for tracking and receiving of equipment. Coordinates with facility and CBOC sites and tracks the receiving and disposition of telehealth technologies and supplies which are ordered through the normal acquisitions process. This involves working with local logistics and warehouse staffs to track receipt of equipment and with local telehealth staff to ensure that equipment is deployed and installed at the various clinic sites.
Orphans (Mismatched encounters) 25%
Incumbent should have extensive knowledge of patient and provider side Telehealth program scheduling practices, coding requirements, consult pathways, imaging practices and other related program management information. Specialized skill is required in navigating through multiple reporting databases (TeleReader, CDW, VSSC, VISTA, etc.) to locate mismatched Telehealth consults and encounters and independently taking actions to correct for proper workload credit and fiscal responsibility.
Quality Management 20%
The incumbent is knowledgeable of overall network goals, missions and priorities to ensure that the telehealth program does not impact adversely upon other programs or resources. He/she integrates telehealth program planning to ensure goals and priorities are complementary and in congruence with the overall VISN telehealth program.
Responsible for the completion of quality management functions within telehealth which requires specialized technical expertise in using programs such as TeleReader, Pyramid, etc. and functions as a subject matter expert. Monitors and tracks pending consults and uses expertise in consult management to develop best practices. Incumbent monitors and tracks TCT proficiency in consult management and reports findings to the Telehealth Coordinator.
