Summary

WHO MAY APPLY: This is an internal posting that is only open to SEIU Local 925 Wastewater Treatment Sr. Operators with a Group III Wastewater Treatment Certification issued by Washington State Department of Ecology. Selection will follow Article 8.7 of the CBA. This is a non-permanent Senior Operator in Charge vacancy and is expected to last 3 years.

WORK SCHEDULE: The treatment plants are operated 24/7. This position is currently assigned to work a 4 x 10 schedule, work hours of 6:00 am - 4:30 pm. Applicants must be available to work any and all assigned shift schedules. This position is overtime eligible.

Job Duties

JOB SUMMARY: The Senior Operator-in-Charge (SOIC) assigned to Day Operation is responsible for leading a crew of 6-8 Plant Operators, working in coordination with plant operations and maintenance, scheduling plant-related operations maintenance, and assisting with start & stop of co-generation and HRSG systems. In addition, the SOIC coordinates and schedules shift crew relief as necessary, planning, scheduling, coordinating, directing, monitoring and reviewing a crew's daily work, attends to the assigned treatment process and/or special projects. This SOIC will oversee the Day Operations team and will be a non-permanent three-year assignment.

JOB DUTIES:

  • Support the East Section Day Operations team with planning, scheduling, coordinating, monitoring and reviewing the daily work of the crew.
  • Coordinate with other work groups and prepare reports for assigned system or process.
  • Assist supervisor in performance feedback and evaluation of personnel; make recommendations on performance improvement measures.
  • Identify and work with others (supervisor and/or other staff) in purchasing supplies and equipment; maintain inventory; ensure purchasing procedures are followed and provide data for budget forecasting.
  • Coordinate and provide technical expertise on large special projects.
  • Plan, schedule and prioritize work orders with other divisions, departments and agencies.
  • Coordinate on-site responses to unusual occurrences and emergencies.
  • Serve as a technical resource for assigned area, system or process. Respond to questions from other work crews.
  • Perform other duties as assigned

Experience, Qualifications, Knowledge, Skills

EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:
 
 
  • Knowledge of project management techniques and principles.
  • Advanced knowledge to manually start and stop equipment, systems and processes at all levels of control.
  • Advanced knowledge with operating, monitoring, maintaining and training on plant-wide gas, chlorination, heating, ventilating and air conditioning, odor control, electrical, water, air and hydraulic equipment and systems.
  • Advanced knowledge with operating, monitoring, maintaining and training on the equipment and systems in the preliminary treatment area, primary treatment area, secondary area and solids handling area, and in the collection and conveyance system.
  • Knowledge of purchasing policies and procedures.
  • Skill in the application of safety policies, procedures and practices for confined-space entry, fall protection, hazard communication, recognition and control, hazardous energy control, emergency response and evacuation, accident prevention, hearing conservation, back injury prevention, respiratory protection, fire safety, department facilities and operations, forklift training, overhead cranes, and plant-specific and department-wide safety information.
  • Skill in managing written and/or computerized information systems including logs, reports, laboratory and process data, trouble reports and work requests.
  • Knowledge of and skill in applying leadership techniques and principles.
  • Skill in oral and written communication techniques and principles and the ability to apply this skill to read, write and follow oral and written instructions.
  • Skill in maintaining and establishing effective working relationships with a diverse group of individuals in varying occupations, the general public and other workgroups.
  • Skill in facilitating short-term workload planning, budgeting, training and performance management.
  • Skill in the application of business principles for a team environment, including the business planning process, the establishment of standards and feedback, communication, listening and feedback, conflict resolution, effective team meetings, problem-solving, decision making and facilitation.
  • Advanced troubleshooting skills for complex wastewater treatment systems and processes and complex odor control systems.
  • Skill in operating and providing training on specialized equipment such as forklifts, vactor trucks, portable pumps, cranes, generators and safety equipment.
LICENSING/CERTIFICATION REQUIREMENTS
  • Washington State Group III Wastewater Treatment Plant Operator or higher issued by the D.O.E.
  • Washington State Driver's License

Supplemental Information

The position requires the ability to work all shift schedules and required to report to work during adverse and inclement weather conditions. Incumbents perform fieldwork at one or more wastewater treatment plant(s), collection system pump and regulator stations and associated facilities and are required to lift and carry equipment weighing up to 50 pounds, use stairways and ladders, and there is exposure to biological and chemical hazards and noxious odors.

UNION MEMBERSHIP: This position is represented by Wastewater S.E.I.U. Local 925.


SELECTION PROCESS: This selection will follow Local 925's CBA Article 8.7 (Senior Operator-in-Charge). Reviews of performance appraisals, personnel files, internal reference, BT / Vacation usage logs, etc. will also be conducted prior to any final job offer.
