This recruitment is for 2 roles:

  • 1 at Brightwater Treatment Plant
     
  • 1 at South Treatment Plant
 
JOB SUMMARY: 
The responsibilities of this classification include performing a variety of entry-level professional operational processes and engineering duties.  Incumbents assist in process engineering studies to improve unit process performance, research new equipment, chemicals, and commission new equipment for an assigned wastewater treatment facility, research process specifications to assist design engineering in developing plans and specifications for contract procurement process and assist in plant process control activities.
 
WORK SCHEDULE: The treatment plants are operated 24/7. Applicants must be available to work all assigned shift schedules according to business needs.

Job Duties

  • Monitor and track wastewater treatment unit processes (liquids, solids/biosolids, air emissions, energy recovery, reclaimed water, etc.) and overall plant operations to ensure regulatory compliance, optimize final product quality, optimize resource recovery, minimize chemical and power use and costs.  Evaluate process performance using basic wastewater process engineering theory and models.
  • Assist in troubleshooting unit processes and its associated equipment operation, monitoring systems and controls.  Conduct research and evaluation of special studies and projects to optimize plant processes to ensure maximum performance and cost-effective operation as determined by the supervisor or senior staff.
  • Make basic projections of chemical and energy use in plant processes and general plant operations for current and future conditions.
  • Prepare and/or review technical reports, project proposals and progress reports as needed.
  • Research alternatives for new processes, operating equipment, monitoring equipment, operating procedures, chemical types and chemical application systems. 
  • Work with design engineers in developing plans and specifications for equipment purchase, new processes and process improvements. Prepare preliminary specifications for contract requirements. Review engineering plans and specifications, proposed project scope of work and pre-design criteria as determined by supervisory staff.
  • Inspect equipment and installation for the proper operation and conformity to contract requirements.  Participate in the development of procedures and start-up of new equipment.  Assist in troubleshooting equipment and processes.
  • Monitor consultant's work, progress payments and change orders, and assist in resolving contractual issues as determined by supervisory staff.
  • Perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Basic knowledge of engineering principles and techniques typically provided through four years of college-level training from an accredited institution
  • Knowledge of analytical and research techniques and principles
  • Skill in oral and written communication techniques and principles and to apply this skill to read, write, and follow oral and written instructions
  • Skill in working on multiple projects and assignments simultaneously
  • Skill in establishing and maintaining effective working relationships with diverse individuals in varying occupations
 
LICENSE/CERTIFICATION REQUIREMENTS:
  • Possession of an Engineer-In-Training certificate (EIT) or
  • A Washington State Wastewater Treatment Plant Operator Group I certificate (or ability to achieve the Group 1 within 18 months of hire)
 
Incumbents perform fieldwork at a wastewater treatment plant, associated facilities, and are required to lift and carry equipment weighing up to 50 pounds, work in confined spaces, climb in and out of tanks using ladders, and work around noxious odors and high noise levels. Positions assigned to this classification are required to report to work during adverse and inclement weather conditions

SELECTION PROCESS: Transfer candidates will be selected based on the CBA. Reviews of performance appraisals, personnel files, internal reference, BT / Vacation usage logs, etc. will also be conducted before any final job offer. External candidates will be chosen based on any field tests, practicums, interview results and reference checks.
